Article 11 — Acquisition by Grant

The Sovereign may, by decree, confer Kaharagian nationality upon any person by way of naturalisation or exceptional favour.

An application for naturalisation shall be submitted in accordance with Article 7(2).

In considering an application for naturalisation, the Sovereign may have regard to:
- The applicant’s connection to the Kaharagian community.
- The applicant’s character and conduct.
- The applicant’s willingness to assume the duties of allegiance.

4.
The Sovereign is not bound to grant naturalisation and may refuse an application without assigning reasons.

5.
Nationality conferred by exceptional favour is not subject to paragraph 3 and may be granted at the sole discretion of the Sovereign.
