Article XIII — Limits upon General Regulations

1. 1.

   Unless expressly authorised by Sovereign Decree, a General Regulation shall not:

   1. create a criminal offence;

   2. impose imprisonment, detention, or criminal punishment;

   3. establish a tax;

   4. appropriate public money;

   5. grant or remove nationality;

   6. create or abolish a principal organ of the Nation or State;

   7. amend the Fundamental Laws and Principles;

   8. amend or repeal a Code;

   9. impose an administrative monetary penalty;

   10. deprive a person of property;

   11. prevent access to lawful review; or

   12. confer upon another authority the power to issue General Regulations.
