Article XIII — Limits upon General Regulations

Unless expressly authorised by Sovereign Decree, a General Regulation shall not:
create a criminal offence;
impose imprisonment, detention, or criminal punishment;
establish a tax;
appropriate public money;
grant or remove nationality;
create or abolish a principal organ of the Nation or State;
amend the Fundamental Laws and Principles;
amend or repeal a Code;
impose an administrative monetary penalty;
deprive a person of property;
prevent access to lawful review; or
confer upon another authority the power to issue General Regulations.
