Article 39 - Publication

No Code or Act shall have force unless duly promulgated and published in the Royal Kaharagian Gazette.

A Sovereign Decree comes into effect from the moment it is signed by the Sovereign, unless a later commencement is stated; it shall be published in the Royal Kaharagian Gazette as soon as practicable.

Publication shall include the text of the instrument and its commencement; unless otherwise stated, an instrument other than a Sovereign Decree takes effect upon publication.

The Sovereign may provide for delayed commencement, staged commencement, or retroactive effect, provided that retroactivity shall be stated expressly.

Instruments of purely internal administration may be exempted from publication by law or Sovereign Decree, but shall be recorded in official archives.

The Royal Kaharagian Gazette may be maintained in digital form; its official edition is that designated by the Sovereign.
