Title II — The Sovereign and the Crown
This title defines the role, powers, and legal character of the Sovereign and the Crown.
Chapter 1 — The Sovereign and Delegation

| Art. 9 | Union of Crown, State, and Nation | The Crown unites the State and the Kaharagian Nation in the person of the Sovereign. |
| Art. 10 | Exercise of Authority | The Sovereign exercises supreme authority and may delegate administrative functions to ministers, officials, and organs of government in accordance with law. |
| Art. 11 | Revocability of Delegation | Delegated authority remains subject to revocation at the pleasure of the Sovereign unless otherwise expressly provided by law. |
Chapter 2 — Sovereign Domain

| Art. 12 | Sovereign Domain | Property, rights, and interests belonging to the State form part of the Sovereign Domain and are held by the Sovereign in right of the State. The Sovereign Domain is distinct from the private estate of the Sovereign. |
| Art. 13 | Acquisition of Property | Property lawfully acquired by the State becomes part of the Sovereign Domain and is administered under sovereign authority. |
| Art. 14 | Public and Private Capacity | The private acts of the Sovereign shall not bind the State unless expressly undertaken in the Sovereign's public capacity. |
Chapter 3 — Inviolability and Construction

| Art. 15 | Inviolability | The Sovereign is inviolable and not subject to suit, prosecution, or compulsory process before any court or tribunal. |
| Art. 16 | Administrative Liability | Acts undertaken in the administrative or proprietary capacity of the State may give rise to claims determined in accordance with law, without implicating the person or dignity of the Sovereign. |
| Art. 17 | Non-Derogation of Sovereignty | No Code, Act, or Regulation shall be interpreted as limiting the sovereignty vested in the person of the Sovereign unless expressly so provided. |
