Article 16 - Administrative Liability

  1. Acts undertaken in the administrative or proprietary capacity of the State may give rise to claims determined in accordance with law, without implicating the person or dignity of the Sovereign.

  2. Such claims shall lie against the State, the competent organ, or the public treasury, in the manner provided by Code or by Sovereign Decree.

  3. Remedies may include declaration, correction of records, restitution, or compensation, as provided by law.

  4. No remedy under this Article shall include personal coercion of the Sovereign, arrest, or criminal sanction against the Sovereign.

  5. The State may establish administrative procedures, tribunals, and limitation periods for the orderly resolution of claims.
