Article 12 - Sovereign Domain

  1. Property, rights, and interests belonging to the State form part of the Sovereign Domain and are held by the Sovereign in right of the State. The Sovereign Domain is distinct from the private estate of the Sovereign.

  2. The Sovereign Domain includes, without limitation: public funds; public lands or claims; archives; insignia and regalia of State; the Great Seal; and intellectual property held by the State.

  3. The Sovereign Domain shall be administered for public purposes and for the continuity of the State, in accordance with law and sovereign direction.

  4. No disposition of the Sovereign Domain binds the State unless undertaken in public capacity and authenticated in accordance with Article 40.

  5. The management, accounting, and custody of the Sovereign Domain may be regulated by Code or by Sovereign Decree.
