Title IX — Extraordinary Measures
This title provides for the exercise of emergency powers and their temporary nature.
Chapter 1 — Emergency Powers

| Article 48 | Emergency Authority | In circumstances threatening the continuity, order, or functioning of the State, the Sovereign may issue extraordinary measures having the force of law. |
| Article 49 | Temporary Nature | Extraordinary measures shall be proportionate to the circumstances and remain subject to modification or revocation by the Sovereign. |
