Article 5 - Nature of Sovereign Authority
-
Sovereign authority is unified, indivisible, and vested in the person of the Sovereign.
-
Sovereign authority comprises the plenary power to legislate, govern, administer, and adjudicate within the State, and to represent the State externally.
-
No portion of sovereign authority may be alienated, partitioned, or permanently vested in another person or body except as expressly declared by the Sovereign in the form of law.
-
The Sovereign may exercise authority personally or through delegated organs; delegation does not divide sovereignty.
-
In case of doubt as to the scope of any delegation, the authority retained by the Sovereign shall be presumed.
