Article 19 - Flags of Kaharagia

  1. The flags of Kaharagia include, without limitation:
  1. the Standard of the Sovereign (Royal Standard)
  2. the National Flag (Saint Michael's Cross Flag)
  3. the Civil Flag
  4. the State Flag
  5. the Cultural Flag (Black and Gold Flag)
  6. the Banner of the Royal House (Red and Gold Banner)
as established or confirmed by law or by Sovereign Decree, including Sovereign Decree SD-2026/0002.
  1. The Standard of the Sovereign is the personal standard of the Sovereign. The Standard of the Sovereign shall be in the ratio 1:1. It shall be flown only when the Sovereign is in residence or present at an official occasion, or as otherwise expressly authorised by the Sovereign.

  2. The National Flag, also known as the Saint Michael's Cross Flag, is the primary flag of the State and represents Kaharagia as a whole. It may be flown, displayed, and reproduced by any natural or juridical person without licence or restriction, provided that such use is not misleading as to official authority.

  3. Except for the Standard of the Sovereign, no flag of Kaharagia shall be flown higher than, take precedence over, or be placed in a position superior to the National Flag. When the National Flag is displayed together with other flags, it shall occupy the position of honour unless the Standard of the Sovereign is also present. The display of multiple flags at equal height shall not override the established order of precedence.

  4. The order of precedence among the flags of Kaharagia, as established by Sovereign Decree SD-2026/0002, shall be as follows:

  1. the Standard of the Sovereign, when lawfully displayed
  2. the National Flag of Kaharagia
  3. the State Flag of Kaharagia
  4. the Civil Flag of Kaharagia
  5. the Banner of the Royal House of Kaharagia
  6. the Cultural Flag of Kaharagia.
Any question of precedence, placement, or protocol not expressly resolved herein shall be determined by the Sovereign, whose decision shall be final.
  1. The standard ratio of the National Flag, the Civil Flag, the State Flag, the Cultural Flag, and the Banner of the Royal House is 2:3 (height to length). The Standard of the Sovereign shall be in the ratio 1:1. Authorised alternate ratios (including, without limitation, 3:5 and 1:2, or other customary ratios required by architectural constraints, naval practice, flagpoles, ceremonial settings, or manufacturing standards) are permitted in accordance with Sovereign Decree SD-2026/0002. Variations in ratio shall affect proportion only and shall not alter the legal status, precedence, or identity of the flag.

  2. The National Flag shall conform to the authoritative plate and technical specification contained in Sovereign Decree SD-2026/0002; the arms of its cross shall extend to the edges, shall be of equal width, and each arm shall be one-fifth of the height of the flag. All charges, including crosses, shields, and crowns, shall scale proportionally with the height of the flag. No charge shall be enlarged, reduced, shifted, or stylised so as to distort the authorised design or create confusion with another flag. Minor manufacturing tolerances in stitching, fabric tension, or dye variation are permitted, provided that overall appearance remains faithful to the authoritative plates.

  3. The Civil Flag is distinct from the National Flag and may be used by private persons, associations, commercial entities, and civilian vessels where distinction from the National Flag is customary or desirable. The Civil Flag shall not bear the Coat of Arms, the Royal Crown, or other sovereign insignia.

  4. The State Flag consists of the Civil Flag charged with the State Achievement of the Coat of Arms of Kaharagia, being the shield surmounted by the Royal Crown only. The State Flag is authorised for use by Government ministries, agencies, courts, and officials acting in an official capacity; it shall not include supporters, orders, collars, banners, mantling, or other personal or dynastic insignia. On the State Flag, the shield and crown shall be centred unless otherwise authorised by Crown authority.

  5. The Cultural Flag, being the historic Black and Gold Flag, carries no governmental or sovereign authority and shall not be used in official, diplomatic, or governmental contexts.

  6. The Banner of the Royal House, being the Red and Gold Banner, is a dynastic banner and shall not be used by State institutions or in a governmental capacity.

  7. The authoritative visual representations, colours, proportions, and technical specifications of the flags established or confirmed by Sovereign Decree SD-2026/0002 (including its annexes) shall be recorded in the registers of State.

  8. No person shall present as an official flag of the State any flag that is not conforming to the registered specification, except as authorised by law or by Sovereign Decree.
